Premier Rachel Notley recruited Dave Mowat to head up a new Royalty Review Panel earlier this year to update the formula whereby oil and gas producers repay Alberta for the resources they extract. The panel’s recommendations could heavily influence the industry’s profitability. That puts Mowat in a powerful position, but it’s not without risk. The last such review resulted in the downfall of Premier Ed Stelmach and the reversal of his panel’s proposals.
